It was proposed by His Excellency, seconded by Mr. A.J. Raymond, and carried unanimously that "The Committee are hereby empowered to make such regulations and bye-laws as may from time to time be found advisable."
His Excellency next proposed, "That the annual subscription be $2 for adults and 50 cents for children under 16 years of age, the Committee to have power to change the amount of annual subscription when found necessary."
This was agreed to and the meeting dispersed. The S.P.C.A. had come into being in Hongkong.
As it happens, the Society passed through a stage of suspended animation at a later date, and it is intended to examine that phase of its existence in a future article.
